A flame-retardant (FR) aluminium composite panel looks identical to a standard PE-core panel from the outside — same aluminum skins, same coatings, same dimensions. The difference is the mineral-filled core inside, and it changes everything about where the panel can legally and safely be used.

PE core vs flame-retardant core: the difference that matters
Standard ACP panels use a polyethylene (PE) core. PE is an excellent core material for stiffness and workability, but it is a combustible plastic. On a facade, a PE-core panel can allow flame to spread vertically — the mechanism behind the well-known high-rise cladding fires that reshaped building codes worldwide.
Flame-retardant ACP panels replace the pure PE with a core filled with inorganic minerals. The minerals change how the core behaves under fire: it does not sustain combustion the way pure polymer does, and the panel’s contribution to flame spread drops dramatically. FR cores are available in different grades — some with partial mineral content for improved performance, and fully mineral-rich cores for the highest requirement facades.
The aluminum skins themselves are non-combustible on both panel types; the core is where the entire fire conversation happens.
Matching the panel to your code
Every market regulates facade cladding by building height and occupancy. The practical mapping looks like this:
- Interior applications and signage: PE-core panels are widely used and generally acceptable.
- Low-rise exterior facades: depends on local code; FR core is increasingly the default expectation.
- High-rise and assembly buildings: most codes after 2017 require mineral-filled FR cores with documented fire classification — PE core is not permitted.

How to verify a supplier’s FR claim
Because FR-core panels command a higher price than PE-core panels, unscrupulous sellers sometimes substitute one for the other. Four checks protect you:
- Get the core formulation in writing. The purchase contract should state “mineral-filled FR core,” not just “ACP panel 4mm.”
- Ask for third-party test documentation. A fire classification report tied to the actual product — not a generic certificate — is the standard evidence.
- Inspect the core on delivery. FR cores look visibly different from black PE: cut a small sample from an offcut. Mineral-filled cores are typically gray-white and chalky rather than waxy plastic.
- Buy from the manufacturer. A factory that produces its own core controls consistency batch to batch. A reseller cannot guarantee what is inside the panel.
What FR changes — and what it does not
Flame-retardant cores cost more than PE, and they are slightly stiffer to route and fold on the fabrication line. Those are the trade-offs. What does not change: weight, coating options, color range, dimensions, and the basic installation system. A facade designed for standard ACP panels takes FR panels without redesign.
One caution: “flame retardant” is not a single standard. Different FR panels meet different classification levels. Buying “FR” without knowing which class can leave you short of your code requirement, so treat the classification — not the word — as the specification.
